Dr. Carol Hullin
Founder & Director
Dr. Carol Hullin is one of the founders and Director of CIDLA, a globally experienced scientist and digital governance leader. She holds a BN (Hons), a PhD from the University of Melbourne, a Post-Doctorate in Artificial Intelligence, and a Master of Laws (LLM) and Cybersecurity from RMIT University. With more than 30 years of experience across digital health, data governance, cybersecurity, and ethical innovation, she leads CIDLA with a clear and practical purpose: to ensure technology protects people, strengthens communities, and delivers trusted, measurable impact.
Alejandro Mellado
Co-founder
Alejandro Mellado, Co-founder of CIDLA, combines nearly 30 years of IT industry leadership with a distinguished academic background. He holds a triple-master specialization in Telecommunications, Information and Knowledge Society, and Cybersecurity and Privacy, providing him with a holistic and strategic approach to complex digital ecosystems. An expert architect of on-premise cloud infrastructure and Learning Management Systems (LMS), Alejandro has spent two decades as a university lecturer, bridging the gap between cutting-edge theory and industrial application. He is a key driver of digital sovereignty, leveraging open-source software to build infrastructures that are not only technologically superior but also socially responsible and environmentally sustainable.

Director of Innovation Projects
Carlos Del Castillo, Director of Innovation Projects at CIDLA. A professional Industrial Civil Engineer and Computer Engineer, with a Master's degree in Project Management and specializations in Innovation and Digital Transformation, Strategic Management Control, and Financial Management Control. He has over 25 years of professional experience in public and private organizations, leading areas such as Management, Technology, Planning, and Management Control. He has worked in sectors including Retail, Telecommunications, Banking, Insurance, Media, and Justice.
Nicolas Ketterer
Co-founder & Director of Development
Nicolas Ketterer is the Co-founder and Director of Development and Innovation at CIDLA. He operates as an "Old School Scientist", a researcher who refuses to be siloed by modern hyper-specialisation. With a Master of Software Engineering in Artificial Intelligence and a background in Computer Science, Nicolas breaks down the barriers between disparate disciplines. He integrates concepts from Game Development physics, Digital Health ethics, and Machine Learning to engineer novel solutions that a single-track specialist would miss.
